Could anyone point me to the repository which holds the bits used to
build the packages that are available in pkg.opensolaris.org ?

For the main repo (i.e. /release & /dev, not the source juicer built
packages in /contrib & /pending) spec files are only used by the Desktop
(aka "JDS") consolidation, which stores them in an svn repository:
http://hub.opensolaris.org/bin/view/Project+jds/building

The other consolidations build all their sources to a proto area,
and then use their own package building infrastructures to generate
packages from that. Up through build 135 all of them built SVR4
packages, that were then converted to IPS form via the distro-import
script in the pkg gate hg repo. Since then a few consolidations have
started building IPS packages directly - ON in 136, Install in 143,
X in 144 - and more are coming as the responsible teams complete
the work to do the conversions.

Each consolidation has it's own source repo or tarball, see the links on:

and so on (ON, SFW, X, & Desktop are the biggest consolidations making up
well over half the distro, but there's a lot more).
